Hello,
I'm trying to build a machine to effectively create videos. I won't be using special effects, it's just to use Sony Vegas and to build videos with photos and clips, with some light transition effects, and then render the video.
Would a graphics card be of any use in this workflow? To my knowledge, in the order of importance for parts for this usage, it would be CPU > RAM > SSD speed that would affect editing smoothness and render time.
Can I get away with using the on board graphics on a AMD Ryzen 5 3600?

Ryzen 3600 does not have onboard graphics.

Video card helps, because it accelerates decoding of videos you have in your timeline and can also accelerate video preview and, depending on the output format, you could also use it to render the final video faster.

If you do decide on a video card, go with something better than GT1030, like a GTX 1050 or 1650, or go with a RX 570 from AMD (though I'm not sure Vegas would use it to encode videos, will probably only use it for decoding) because you can find them for under 100$.

You must use a graphics card if you use Ryzen CPUs without G in the name, they dont have iGPU at all so you cant see anything from your monitor, other than your face if it's reflective and smooth enough

Sony Vegas

Vegas uses OpenCL when you enable GPU acceleration, so AMD's RX 570 is your cheapest bet.
