It used to be much harder than it is.  It also used to be much more useful than it is.  Overclocking is done from the motherboard bios so what mobo affects this more than what CPU.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

It's as hard as pressing Del at PC startup, going to OC settings, setting 50x CPU multiplier and 1.35V vCore. Just make sure you have appropriate cooling system (smth better than CM Hyper 212).

I’d say it’s the exact same to actually do it. Just fine tuning and testing would be more troublesome.

I'm no expert on CPU overclocking or GPU overclocking. However, I do know that it's not that difficult when following a few guides online. I'd guess the only hard part would be messing with voltage and what not. As long as you have a motherboard that allows overclocking and always make sure to do the right testing and monitoring of your temps and usages then you should be fine. There's several YouTubers that have guides on CPU overclocking and the one I'd check out to at least understand it is this guy...

Now this may be a rather old video but it's just to give you an idea. Here's another one he done on a 9900K 7 years later(this year)...

He also does GPU overclocking...

Just listen to everything he says as he goes and you should be fine.
