What happens when Ryzen 3700X cant boot due to BIOS incompatibility?

Build a new system, all parts new except RX580 

 

 

The machine couldn't post at all, instead it would only Jerk the CPU Fan and stop, Chassis Fan ON, RGB on Motherboard on. And after a few seconds, the machine would turn off and repeat.

 

Tried all the typical troubleshooting, the only thing i couldn't confirm was the BIOS version, as i couldn't boot in at all. 

 

Now, i bought this PC as a whole and shipped to me except for the GPU, which is why the rest of the parts are brand new. the seller said they have already tested the machine before shipping so i wouldn't go through the hassle to send it back. However, i am considering of sending this to a shop if the issue is an incompatible BIOS, which would require an BIOS Update. but i couldn't be sure whether is it this issue.

 

FYI: the motherboard had a Ryzen 3000 ready Sticker on it, tried a GTX 1050 on this, Tried Different RAM, connected the CPU fan directly into chassis fan, been through all the steps at the README post. neither would even give me a post screen, and it just keeps turning on and off.

What GPU was inside initially

Draws 400 watts under max load, for reference.

ASRock usually includes a BIOS sticker directly on the motherboard to indicate which version it shipped with. I understand that it has a "Ryzen 3000 ready" sticker on it, but mistakes happen. For your board, it looks like version 2.10 or higher has Ryzen 3000 support. This is where the sticker is on my ASRock B450 Fatal1ty board:
