Yes, it is normal... if you want to know your real frequency on the CPU it is advisable to use CPU-z by the way.

I noticed the same thing on my 2700X. It was idling at nearly 4 GHz, which for that chip is an overclock. It was freaking me out at first, but the more I played with it, the more I realized that was just not correct readings.

Your screenshot does not show a computer that is idle.  For reference, here is what Task Manager looks like when my laptop is idle.

If a CPU has something to do, it is a bad idea for it to be running at a slow speed.  CPUs are inefficient when forced to run at 800 MHz.

 

If you like seeing a slow CPU, go into your Power Options and try switching to the Windows Balanced power profile.  Better yet, find out what is running in the background on your computer.
