Fixing broken monitor

Sorry, damage like this is impossible to fix. :(

The glass inside of the panel is cracked, which has in turn damaged the fine electronic traces going to each pixel.  Even the factory that made it wouldn't be able to fix it at this point.

Almost anything can be fixed but, this is may not be worth it. You can try some PC or TV repair shops to see if it can be fixed, also, sometimes they have used or refurbished monitors in stock which may help save some ca$h.
