Scythe ninja 5 or fuma 2 or something else?

I dont really want to be spending more than 70 or 75, and want a cool cpu that I can oc well. I have a r5 1600 and I am planning on giving it a oc. I'd rather not get noctua unless it's a different color but if they are the best by a mile then that's ok. Emphasis on it being really quiet

I use the Scythe Mugen 5 for my brother's build. €40 or US$45. Super quiet and performs better than Noctua U12S.
