1060 + i7 7700hq performs worse than a 960 and an i3 4160

Everything from Minecraft to Jedi Fallen Order runs like SHIT on my Alienware 13R3 with unplayable stuttering. I can dial the settings far higher and get better framerates at the same resolutions (1080p, 1440p) on the gaming PC I built for my little sister FIVE YEARS AGO. To top it all off, the alienware has an NVMe SSD and the PC has a 7200RPM HDD.

Did a clean install of Windows, drivers are up to date, I even went into the BIOS and turned on CPU and fan performance modes, and dealt with the UNBREARABLE fan noise. To top it all off, my 3Dmark Firestrike scores are fine, in the 9000s like most people with this laptop.

What the hell is happening?

There is definitely some throttling going on. I would start by monitoring thermal and power throttling. I only know of Intel XTU that shows power and thermal throttling for CPU and not really sure how you would go about monitoring GPU power throttling. Maybe someone can chime in on that.

MSI Afterburner could do it, I guess.
