Computer turns off 2 seconds after turning on, then enters power on/off loop

i7-4790

Mother board: gigabyte GA-z97x-sli

GTX 1060 6gb 

Ram: 2x4 Gb DDR3 2133

Evga supernova nex650g

 

So I today I got more ram that I ordered to go up to 4x4 Gb of 2133. 

The ram didn't fit with my current cooler since it blocked the first ram slot, so I installed a new cooler. I was using a hyper 212 Evo but now have a corsair H60. 

 

After installing the new cooler and ram I went to boot and it turns off a couple of seconds after I try to power on then enters a loop of trying to turn on then immediately turning off. 

 

I have tried re seatingy ram, checking all cables and re connecting them, resetting CMOS. Booting with only cpu and 1 stick of ram. 

 

I'm at my wits end of what's causing the problem. Would this happen if there's not enough mounting pressure since I'm testing with the cooler off? 

 

Any suggestions and advice welcome.
