Have a Corsair H115i 360mm AIO set up, with the sense line set on the CPU fan spot of the Gigabyte Aorus Pro WiFi motherboard, and a Ryzen 3800X CPU. What I'm seeing is when it's running all core loads, the CPU is getting to around 68C and I don't believe the fans are spinning up all the way. 

 

I'm wondering if I can ensure the pumps and fan are running at full speed without having to have Corsair Link running in the background? Can I hook it up, load profiles then remove it, or is this something that ends up always running in the background to control things?

68°C all cores at 100% load ? If yes, you don't need to change anything.

Yes, however that's on a 3800X and I'm aware that at my ambient you can get to 62C on a 3950X, and given how thermal dependent Ryzen is, I'm thinking I might be able to get more out of it if I can get the temperature down further. 

 

It's just bothering me I can't seem to get the fans to spin up to full speed, even if this is good enough for most purposes. I did not get a 360mm AIO for good enough.

If you don't want Corsair Link in the background you can set a fan curve in the BIOS like full speed above 60°C but it will be loud.

Also I think you can set CL to performance or maximum I don't remember and it should keep those settings even if you don't use it in the background.
