yes. but overtime it will slip. hmm try to buy one online, i think you can find one as low as $3

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

If it's a braided cable, the sticky stuff of the tape might become impossible to clean off, and tbh, if the cable is the normal rubbery stuff that could happen anyway.  Other than it shouldn't damage it in any way, but that's something to keep in mind.
