Is it safe to convert a 4 pin RGB cable into a 3 pin rgb cable

4 pin RGB's are meant to be 12V

 

On top of that, the wires themselves carry different signals. Addressible RGB is also known as Digital RGB. You can think of 4 Pin RGB's as Analoug in that case, where each wire carries a corresponding value of a color ranging from 0 to 1. 

Chances are it won't work because of the voltage difference.  Which brand RGB cables are you trying to run?
