PC can turn on but not powering up

Iam so sorry if this is not the right place. I have a problem with my PC, and I suspected that its the power supply issue.

 

So I have a PC about 3 years old and I just moved out from my bigger house to a smaller house with lower electric power. For a couple of days in was running just fine, but then I got BSOD. The computer was on, but it didnt produce any sound, it was very quiet, like it wasnt having enough power. My question is, is it possible?

So it powers on, but it doesn't POST or, of course, boot.

 

We need a lot more details.  Please list all of your hardware.

 

Also, what do you mean by "lower electric power"?  Do you mean the mains voltage is actually lower (like going from 230V to 115V)?
