Why are There Black Spots on My Motherboard?

My PC is working great so far. No blue screens and no crashes. However, I recently noticed that my motherboard (Asrock Fatal1ity AB350 Gaming K4) has a few black spots on it these past few days. They don't look like water. And if they were, they would've likely evaporated by now. They look more like grease, ink, or paint. And they're scattered throughout different parts of the board. And they seem to be coming from under or within the board. I also noticed that two of the screw holes were surrounded by this mystery grease. What could they be, and can they damage my system?

if its a bump, it may have been just something that was painted over.

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

CPU COOLER      : ID-Cooling SE 207
CASE FANS       : Mix of ID cooling fans, Corsair fans and Rakk Ounos (planned change to ID Cooling)
DISPLAY         : SpectrePro XTNS24 144hz Curved VA panel
MOUSE           : Logitech G603 Lightspeed
KEYBOARD        : Rakk Lam Ang

HEADSET         : Plantronics RIG 500HD

Kingston Hyper X Stinger

 

and a whole lot of LED everywhere(behind the monitor, behind the desk, behind the shelf of the PC mount and inside the case)
