Help Please! I just build my PC and I ran into a problem!

I have build my budget gaming PC and ran into a problem 

I plugged everything at its place, but when I turn it on runs for a second but not posting anything but only one short beep and the mouse cursor is frozen, in the main time the fans from my Graphics Card stops spinning until I restart the pc-

Corsair 

TX750M 80+ Gold PSU

i7 4820k

Asus dual RX 580 8gb oc 

2x8Gb HyperX Fury 1600mhz 

2tb WD Red HDD 

Crucial 240GB SSD 

Cooler Master evo 212 -CPU cooler

Well I bought the used mobo that came with the cpu

and the rest of it is new!
