HELP! GTX 1080 getting only 120-130FPS in CS:GO on fresh install of windows??

Vsync and the in game fps limit are indeed off. Any monitoring software that I use reports that the gpu boosts correctly and goes up to ~100% usage, but the temps barely go up like they used to when I was getting normal FPS. Ive seen that there have been similar issues with pascal cards in the past with this game, and I was wondering if there is some fix that I'm just missing like an idiot? Newest drivers are installed and other games run flawlessly. Also before fresh windows install I tested out a Vega 64 for a friend in the same rig and was getting the expected (but capped) 290-300 fps.

 

If you need any extra details please ask, rushing this out because I don't have much time to do my own troubleshooting.

Corsair vengeance 2x8gb 3000MHz ddr4

ROG Strix gtx 1080 (air cooled)

SanDisk 120gb SSD (boot only)

seagate barracuda 2TB 7200rpm HDD (games & mass storage)

evga 750 GQ psu
