Hey! I want to buy a used gpu, i saw a Gigabyte GTX 1080 Ti GAMING OC 11GB DDR5X, 352-bit/Asus ROG STRIX GTX 1080 TI GAMING 11GB both for 400$, the Gigabyte one was used in Blender and gaming and the Asus one was used just for gaming,but i found Asus RTX 2080 DUAL and MSI RTX 2080 VENTUS , 8GB GDDR6, 256bit for 500$, the owners are saying that both of the gpus are sealed. Should i go with the 2080? (I won't use ray tracing) and witch one, msi or asus? (the asus seller is having more gpus listed to sell)

The RTX2080 is better as long as you don't need the extra VRAM the GTX1080ti has but whether it's worth $100 more it's up to you. 

 

Also the RTX2080 has quite a bit better NVENC encoder so you will get better game capture quality with the same file size if you decide to use Shadowplay or OBS with NVENC encoder.

The 1080Ti, in terms of raw FPS performance, will be similar to a 2070 or 2070 Super I would say, so the 2080 will be faster, how much however will depend on the games you play and whether they are optimised better for the latest Turing architecture. The only clear advantage for the 1080Ti would be the 11GB of VRAM, compared to the 2080's 8GB. While 8GB is definitely enough at the moment, even for 4K, depending on how long you want to keep the card and what resolution you plan to game on, those extra 3GB might come in handy.

 

All in all, I'd personally go for the 2080, if it's just $100 more.

 

Regarding the cooler, I've personally got ASUS' Dual whatever they call it cooler on an RTX 2070 and it's whisper quiet when gaming, while keeping temps at about 70C (at around 1950MHz on the core). While the 2080 does pull a little more power than a 2070, I'd imagine it would still do a good job at keeping it running cool and quiet. I can't really speak about the MSI option, as I'm not really familiar with their cooler design and how it performs.
