I have a biostar tb85 with i7 4771 and corsair vengeance pro ddr3 1600mhz It works great. Except for when its cold.  It will start for a second or 2, cut off, and come on then post just fine. I do not recall this happening at all in the summer, or when I've had an msi gtx 760 installed.  It did it when i first built it, but i was using the integrated video then. I've used a variety of video cards. I am currently using a power color rx 580. I've upgraded the ram from 8gb to 16gb in the process. Even tried different cpus. Changed the psu from evga 500 to corsair cx650m. I've read haswell can have this problem for cold boots. I've also read forums where people rma the mobo to have the replacements do the same. Checked all the power cables. Never shuts down.

I`ve had this problem several times with my EliteBook 8770w. First it was only when using Insider versions of Windows (fast ring). Then, I installed a stable version and it went away. Several months later gave the 8770w to my grandmother, as her laptop was abruptly cheap and hardly ever started, even after upgrades to SSD and 16G of RAM, and started happening again. I don`t know, always patched my laptop with latest BIOS releases (i think last one is from August this year) , but it never corrected the problem. Took it apart, no visual clues of hardware damage, battery is fine as heck, yet when shutting down, only Windows shows this problem. Even the Hackintosh 10.14 Mojave does shutdown. Perhaps some application bugging around or?

I changed 2 fans that did not match the rest of the build. 1 was kinda noisy. It has acted normal since. I will see how it acts tomorrow.

No bueno komrad. Changing the fans did no change for first boot of day...

 

What else should i try linus tech. Its even in the 2nd case of the build...
