I want to fix ERR_CONNECTION_RESET without trying another isp and website owner? Medium cannot load page on all browsers.

Are you going through some form of filtering service?

 

Alternatively you could try a Chrome reset (Chrome > Settings > Advanced >  Restore settings to their original defaults). Note: Be sure to back up your bookmarks, saved passwords, etc.
