CAN it be done?  Depends on what you mean by “powerful”.  It can be optimized within that price point.
 

So almost entirely Adobe stuff.  There may be specifics in there that are useful.  Could affect core count/speed and GPU choice.  I don’t know if/how myself.  I’ve been out of the graphics game for a very long time.

 

 How big are the files you’ll be working with?

affects ram amounts needed and storage choices.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

powerful as in speed and handling large files mainly in photoshop and some multi-tasking ..file size range from 300mb - 2gb or so

If you’re not building off the shelf the standard response used to be “just buy a Mac” for graphics stuff.  That’s mid 90’s vintage advice though.  It existed for a couple of reasons:

 

1. Adobe software was originally designed to run on macs and used to simply do it better there.  This may no longer be true or at least as true.  At the time it was true enough that even more powerful hardware on a PC couldn’t overcome the advantage.

 

2. macs at the time required less care than PCs and someone who couldn’t be troubled to slap some boxes together and wield a screwdriver because they weren’t interested in hardware were better served by something that required less care.  This one is more likely to remain true.  


The problem though is Apple currently only makes laptops.  Even their desktop systems are all-in-ones that use laptop components.  They have a desktop coming out, but it’s not out yet and it’s minimum price point is 6 times the one quoted.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Nah,not a fan of Macs..Pcs have done me extremely well over the year especially price wise

I got that. “Powerful” is relative though.  The file size does help.

The PSU wattage is likely fine.  I tend to be tempted by gold ratings myself though it may be merely a personal failing.  Lower idle power consumption, longer life, often (but not always) less noise.
