I’ve built many PC’s safely and never had this issue.
Motherboard will run through start check, get to boot and display the standard asus DEL/F2 to get into bios.

keyboard input will NOT work in any USB slot, loads to American Megatrends page and stalls.

here is the text on screen.

AMBIOS (C)2018 American Megatrends, INC

ASUS ROG STRIX Z390-E GAMING ACPI BIOS REVISION 0905

CPU: INTEL(R) CORE(TM) i7-9700K CPU @ 3.60GHz

TOTAL MEMORY: 32768 (DDR4-2133)

USB DEVICES TOTAL: 0 DRIVE, 1 KEYBOARD, 0 MOUSE, 1 HUB

DETECTED DEVICES...
SATA6G_5: SAMSUNG SSD 840 PRO SERIES

PLEASE ENTER SETUP TO RECOVER BIOS SETTING.
AFTER SETTING UP INTEL(R) OPTANE MEMORY OR THE RAID CONFIGURATION WAS BUILT, SATA MODE SELECTION MUST BE CHANGED TO RAID MODE TO AVOID UNKNOWN ISSUES.
PRESS F1 TO RUN SETUP.

F1 does not enter setup either.
I’m stumped.

Can u boot in safe mode? If you do download windows media creation tool. Coby your windows to usb drive. Go into settings and clean install windows

This is before the Windows boot-up process. Starting in safe mode is impossible and making an install USB won't help.

Please mention or quote me if you want a response. :)

I've tried the SSD in every SATA port, and without SSD

Not possible to enter BIOS

Could be your motherboard fault

Do you have an old ps2 keyboard or a usb to ps2 adapter?

Can't imagine MOBO or CPU are DOA because POST is registering both, and registering DRAM

Your mobo could be broken even if it shows. Your mobo has hundreds of different things in it.

I do not, can try to buy one in the morning. But legacy should be a default on any new MOBO which is why I don't understand why I have no input, which is why I believe it freezes at POST

SOLVED

So turns out, the Gen 1 Corsair Strafe has a software compatibility issue when it comes down to legacy usage on the Z390.

While stuck at POST, click the reset switch on your case. On power cycle, simultaneously click the hardware toggle (F1+WinLock[top right of keyboard]) while alternating Presses between DEL and F2. This will allow your keyboard to freeze on legacy mode if done correctly (sometimes doesn’t get stuck in legacy mode and stays incompatible, just reset and start over) and enter bios.

From there it was just a few steps to disable optane/raid and re-enable my single SATA.

Turns out this is a recurring problem with the original Corsair Strafe keyboard and Z390 Board, and the combo button pressing must be done EVERY TIME to get into BIOS after initial boot.
