Low CPU and GPU utilization along with low FPS

Hey there everyone,

 

The veins in my head feel like they're going to explode.  I have been trying to figure out why my newly built (1 month old) computer is not delivering like it should be.  I tested in both Fallout 76 (the main game I play, yeah yeah hate away) and Outerworlds.  Both are giving me low Frames, but with tons of CPU and GPU power available for use, as well as RAM not being utilized.  Both were ran Ultra, or near Ultra on 1440p

My Hardware:

CPU: AMD Ryzen 2600x

GPU: MSI GeForce RTX 2700 Super

Motherboard: Asrock B450m Pro 4

SSD: Micro Center Brand M.2

RAM: 16gb (8gb x2) 3000mhz Ripjaws

 

I feel that I've tried nearly everything with no results.  If someone has some real insight here, it would add a few years to my rapidly shortening, stressful life.
