A air cooler is going to do better than a AIO? I can go Air if that is the case i was always under the impression that a AIO is better and could be quieter when compared to a Air cooler. 

 

I just want something that will not cause the CPU to over heat, i can spend more if need be.

Well, think about it. Liquid cooling is just air cooling but you use liquid to transfer heat to the heatsink. Yes, heat transfer from the CPU is going to be faster, but the heat still has to be removed from the liquid, and the only way to do that is with air.

 

A high end air cooler may take up more space in your case, but the maximum temperature of the CPU isn't going to be significantly different, and it's going to be cheaper.

My main concern is thermal throttling if the CPU is overclocked. I see a lot of post from people with big 360mm AIO etc , etc and have the CPU over heat and slow down. I want to avoid that even if i have to go to the extreme. I thought a 360mm would cool better than a 280mm since the radiator is larger and has more fans to cool it off.

 

The good news is i have not bought a case yet. I want a case with front fans to pull air in it seems like most cases today are glass in front with no fans but on the top or side.

Actually something like a Dark Rock Pro 4 or the NH-D15 are more silent than any AiO.

 

Performance wise however a super high end 360mm will outperform those but the margins are very small to where it doesn't matter.

 

Air coolers are always advised for their cheaper price, more silent operation and less points of failure meaning higher reliability... and no leaking fear lol.

The difference in cooling performance between a big aircooler like DRP4 or NH-D15 and a 280/360 AIO is very small.

It basically comes down to 1-2 degrees in either direction depending on the type of load.

If you are considering aircooling make sure there is enough room for the cooler inside your case.

E.g. my case doesn't really support a big aircooler so i choose a 360 aio from corsair.

You may also need to buy low profile RAM with a big aircooler.

Are there any good comparison charts of AIO's? I only know of a few like anandtech. I normally buy corsair but they have so many models and V2 models it is hard to know what the difference is.

 

I used to use only air coolers from zalman!

Basically, in a well ventilated case, the only watercooling that is better than a Fat Noctua cooler is custom watercooling. AIOs are still better looking than a big hunk of metal in the middle of your rig and they absorb a little more heat for short CPU bursts. If you do sustained loads (content creation), go Noctua, if you have short loads (gamming) go AIO. 
They all have basically the same pump (except the swiftech), you are shopping for bell, whistles and noise level.
