Is it worth upgrading right now? Possible issues maybe?

So this is kind of a mixed bag of things. -Specs in Signature

 

[Side note: i really want to buy the new Valve Index when i get the money to and would like to before i make any changes to my build]

 

Monitor:
First off I've got about $2200 in my computer right now and with the holiday season just around the corner, you all know what that means. I didn't know really what topic to put this under so here we go. I just bought a 2080TI and i love it, but with resent games at max settings im only getting around 90fps @ 1080p 60hz. My concern here is that i really want to upgrade my Monitors or even just one to 1440p 144hz but i feel like doing so wouldn't be that beneficial if i can't even get 100fps out of 1080p.

 

CPU:

Second, i have a H150i Pro (360mm Rad) and the temperatures never reach 70°C but i can't seem to get my 8700k to OC to 5.0Ghz stably. I'm completely unsure of what the deal with that is and it's making me think i should upgrade to a 9900K or wait for the new 10 series and possibly get a 10 or 12 CPU. I feel as if i've just had the worst luck with computers and upgrading to get things that work right and together. Sometimes i want to just shill out the money and buy a top end gaming laptop and ditch the custom builds all together.

 

In Borderlands 3 i top out at around 90-95. I just started playing The outer worlds and the highest i've seen is 107 (outside of a menu). Hell even in minecraft i barely top 100fps. BOPS 4 i never went over 90. The main one i've really been curious on is that JayzTwoCents did a video about ram speed and used DOOM as a benchmark and on every test got 200fps and i sit at 90.

 

Everything runs fine it's just with all the benchmarks that i see on youtube for all the games and with the same or higher performance i'm not getting to those fps scores. I've seen plenty of times that people will have a slower clock lower core CPUs and an older GPUs and they are getting better performance out of their hardware than i can get out of almost top end hardware [Previously i was running 2 980TIs SLI and am getting only slightly better performance, the only real step up i've gotten was being able to turn shadows on]. I'm just lost really at this point, if anyone can give me some insight on any of the multiple issues it would be greatly appreciated.

90 fps on ultra at 1080p is really low. Both a 8700k even at stock and a 2080ti should handle that without breaking a sweat. As Galacticruler said you may have turned vsync or a fps lock on somehow or maybe you are rendering the games at 200% or higher resolution

If i had V-sync on it would limit me to 60hz since that's what my monitor is set to, and there are a few games that i have that i have about 250fps but that's like league of legends and what not so. i've been through the Nvidia control panel and made sure everything was set to how most people recommend.

The only game i run on a higher supersampling is GTA V but the FPS is the same no matter what i set that too, I also have V-Sync turned off in the control panel and always turn it off in every game as it doesn't actually help. It tears more with vsync over not having vsync.

what kind of cable do you use to connect your Monitor? Are u using a splitter cable or adapter? Have you checked clockspeeds of both GPU and CPU while gaming?

I have Display Port cables for both directly from the GPU. my CPU is Locked at 4.7ghz all cores cuz i can't get it any higher stably and my GPU boosts between 1890Mhz and 2020Mhz depending what it wants to do i guess. The only thing i've done for the GPU is put the sliders for voltage and temp all the way to the right. I don't really want to OC it and I shouldn't have to. The only thing is i have it in a PCIe riser so i could mount it vertically but that shouldn't be the issue as the performance was the same when i had it horizontally mounted.

Yo sounds like your riser cable could be faulty. Could you try it once without the riser cable?
