Would a Dell Inspiron 14 3000 be able to handle low quality games with around 70 frames?

What's your location and budget? I'd get a Thinkpad (probably used/refurb). If you give me a more specific budget and location I can suggest a few models.

My games that I usually wish to play are Roblox and Minecraft / RL Craft.

What is your budget? I really wouldn't get the Dell. A Thinkpad will be better built, have more ports, will be more repairable/upgradable, have more features, better keyboard, and will probably be faster than an equally priced Inspiron.

EDIT: My bad, didn't see the comment where you said $200. I'd get an X230, X240, or X250 depending on what you can find for your budget in your area.

Thinkpads seem much older. Would there be a way to run windows 10 on it?

Oh absolutely. And although they're older, they're much, MUCH better machines than the Inspiron.
