I just got new parts, build everything, installed windows 10 etc. While it was downloading CS:GO I opened diagnostics just to see something and noticed cpu clock speed is on 4.03 ghz. Right now nothing is on, and it's still 4.03-4.04. Checked in bios it says it's 3.6ghz. I didn't touch a thing, everything is default. Is that normal or ? Motherboard is b450 tomahawk max.

Its called boosting or just general operation for a CPU to adjust its clockspeed. 

 

Nothing to worry about, your CPU is working as intended. Base clock is the minimum frequency under full allcore load.

Yes. Its normal behavior. 

 

Your CPU has a certain clockspeed range it will work inside of. And it will adjust accordingly to load. 

 

The CPU under load will more or less allways run higher than base clock under load.
