Most stuttering than usual

I'm noticing that my PC is stuttering quite badly. I'm running a 6700k. For example, if I'm playing a YouTube video, and go switch to Premiere Pro, it'll start stuttering for a second or two, then fine, until I go do something else. I used to be able to render a video while having smooth playback. I'm not sure what could be the cause of this.

It is cause when you idle, your mobo lowers the voltages lowering the clocks. So when you idle or watch youtube your processor is on lower clock and poorer performance, cause system does not need good performance for youtube videos.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.
