If you go with a static IP, can you ping/tracert anything?

NOTE: I no longer frequent this site. If you really need help, PM/DM me and my e.mail will alert me.

Try assigning the IP address in the ARP table on your router.

Should just need the MAC address of your Nic and the IP address you want it to have.

Then turn DHCP on for Ubuntu and restart it.

Fine you want the PSU tier list? Have the PSU tier list: https://linustechtips.com/main/topic/1116640-psu-tier-list-40-rev-103/

In my experience some DHCP servers (including Microsoft DHCP Server) don't love the default identifier configured by netplan in Ubuntu 18.04. My solution is usually to switch to using the MAC address as the dhcp identifier:

Edit: /etc/netplan/config.yaml  (filename will be unique, but in that directory)

network:
    ethernets:
       DEVICE_NAME:
          dhcp4: true
dhcp-identifier: mac # add this line
          [...]

Then run the command "sudo netplan apply" and try your connection again...
