board will turn on but won't boot

Disclaimer:

The previous server board shot sparks like something over heated. It still came on but wouldn’t boot either. Blue Led (code light) blinked 10 times. Turned off tried again same thing. Except blue light blinked like 5 times. Couldnt figure it out. 

I got another one.

 

On this one (same model s5000psl) I put everything back together got the same results. Turns on. Won’t boot. Blue Led (code light) blinked 10 times. Idk what that means?

Are my cpus damaged? Ram damaged? I used a different cpu same results. Please help.

Does the board have a speaker for error beeps? Is it a Intel board?

Yes it’s intel. And it doesn’t have a sound card but if I remember correctly it made a beeping noise before as a tell and I had fixed that issue a longer time ago.

How many beeps, I think in the datasheet for that board : https://www.intel.com/content/dam/support/us/en/documents/motherboards/server/sb/d38960006_s5000datasheet.pdf

I think it somewhere in that sheet it talks about the beeps, etc.
