Monitor flickers on and off with HDMI to VGA adapter.

I recently bought this adapter new https://www.amazon.com/gp/product/B07NWDN75C/ref=ppx_yo_dt_b_asin_title_o02_s00?ie=UTF8&psc=1 and noticed the screen would flicker black. It was to the point where the monitor would say it has no input. I cant tell if it is the gpu or the adapter.
