Add a VM to my PFsense router.

The build is a 1U dell server. 
I want to make Dell server with 4 x 3.5" my Pfsense router (Yes very overkill) but I also want to add a VM to it too add a small file server to it with the for drives for it. 
It will be first and fore most a router and pfsense needs to be booted first. Second the VM with maybe Lubuntu or Ubuntu (They are what I am most familiar with) as a Samba Server. 
I don't want to pay for unraid. I know Pfsense is based on BSD should KVM or Hypervisor work with BSD.

Why this build system only cost $59.00 it is only 1U which saves me 4U spots.

Proxmox will do this just fine and is free, so will hyper-v server, xcp-ng, and esxi. Id personally go proxmox though. Proxmox also has zfs, and thats nice for managing raid of those rives.
