Im planning to buy an OEM card and I have some questions

So Im planning to buy a GTX 1080 Ti FTW3 
 

And the guy said that the card is an oem. His benchmark says that the card's memory is clocked at 5508MHz. Usually the retail cards are clocked at 11000 MHz. Can you reset an oem card so that it will be clocked at 11000MHz? If not then how much will it affect performance? Should I look for another card? It's a really good deal(440$). Pictures of the actual card? I doubt any OEM machine will carry the FTW3, it's not like EVGA makes prebuilt PCs and actual prebuilt manufacturers rarely use premium models like the FTW3

that's not very OEM, just he just meant that there's no warranty on it

Or maybe he had a small company (not the major system builders) or another person build him a system by literally just buying retail parts and assembling it, and this is where he is getting it as an OEM card when it is just a retail one.  More like a case of "it is OEM to him (the seller.)"
