Does this cable supports 144hz?

Since it's listed as Dual Link, I would say it should support 144Hz, but it may only be dual link pinouts and only support single link internally.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Since the product specifications mention "4K at up to 30Hz", that technically means 1080p@120Hz max.

The product doesn't mention it being active either, which is required for over 120Hz connectivity:

WARNING: There are an enormous number of fake "Dual-Link" DVI passive adapters on the market, which are really only Single-Link adapters falsely advertised as "Dual-Link". There is no such thing as a passive DP to Dual-Link DVI adapter. All passive adapters are Single-Link-only, no exceptions. If you need a Dual-Link connection (for a 120+ Hz display for example) you need a Dual-Link active adapter, not a passive adapter.

I suspect it won't even do 120Hz though.. This looks like a simple passive adapter.

Okay can someone link me a cable that supports 144hz 1080p?

Why are you looking for an adapter and not just a Display Port cable?

The XL2411Z doesn't have a DisplayPort input.

You need one of these: https://www.amazon.com/dp/B003XYBA72/ref=cm_sw_r_cp_apa_i_9HCTDbFAZBHEH

I would recommend returning or selling the monitor and getting one with DisplayPort.

Ahhhh, the Amazon product page I looked at showed the P model and not the Z.  I didn't catch that.  My bad.
