I'm not seeing the underside, but seems like it is plate-mounted and possibly (probably, but could only tell you with a picture from the underside) soldered to the PCB.

That means you can't just take the switches off and if you wanted to remove the switches/seperate the green PCB and black plate you would need to desolder the switches from the PCB and then remove them from the plate (if that works anything like Cherry-style switches, that last part shouldn't be difficult, but the first part is if you don't have solder experience).

My guess is that the Logitech Romer-G keyswitches found inside your keyboard are soldered to the PCB and are additionally held in by the plate.

 

To fully take it apart and assuming they are soldered, you will need to de-solder the switches and remove them from the plate in order to access what you need to.

I would really not recommend that as the PCB is electrical and I'd imagine you don't want to risk getting water on things that shouldn't come in contact with water.

If it's really irritating you, isopropyl alcohol should be fine to use alone on the areas that you find sugar.
