How do I tell what cpu would go well with a gpu?

You need to note what you are trying to accomplish with the PC (run games, edit videos?, etc) and the budget.  Bottlenecks are really only a thing if you're trying to game at like 240Hz or something and you get a $90 CPU and pair it with a $700 GPU.

 

It's mostly up to what you're doing with the PC, it's not a situation where a certain CPU will like a certain GPU better, they both just do what they can for a given program or game.

Budget is your first step, after that as stated above usage is important. Are you asking in general or are you in the market for a new PC/upgrades? Benchmarks from a reliable source are always a good way to determine what you can expect with a given setup.

CPUs bottleneck refresh rate/max fps

GPUs bottleneck resolution/quality settings.

 

May also be bottlenecked by the game engine.

 

You can almost always scale a GPU down, like an HD 7850 running modern games at 720p, but you can't do the same with an FX 8 core CPU, so it's going to be stuck wherever it ends up.

Usually, if you go with AMD, then the processor that they release will go well with the previous year graphics card and the same year graphics card that the new processor releases. For example, the Ryzen 5 1600, 1600x, 2600 and 2600x go well with a RX 580 and RX 590.

 

As far as Nvidia mixed with AMD, I am not too entirely sure. I know that the 1060 and 1660 will be nice with the Ryzen 5 1600-2600x, since the 1060 and 1660 are both equivalents to the RX 590. But Intel? No idea as I do not wish to ever use them.

think of your workload what are you using the GPU, and what other subsystem will be used for that workload.

the slowest part of the system will impact the workload, could be memory, cpu, gpu, hdd.

 

cores vs clock speed will impact workloads differently. and depending on what your doing cpu might not even be the component to upgrade.
