PC extreme stuttering while playing games & crashes while under load

Hey guys and gals,

 

For the past few months I've been having an issue where my PC will stutter horribly while playing certain games. At first, it only affected a couple of games I didn't care too much about so I didn't try too hard to fix it, but now it's started happening more often and in multiple other games. Some games like NBA 2k20 it only happens during cutscenes (??) and not while actually playing. When my PC is stuttering, I can actually hear a noise coming from my PC that corresponds with the stutter. The sound is definitely connected, since when I change settings that gets the stutter to stop or close the game the noise goes away as well.

 

PC Specs are:

 

MSI b150M Mortar

Intel i-5 6500

16GB DDR4 2600 RAM

AMD RX480

 

 

Certain games like The Witcher 3 I can change some settings and get it to stop, but this doesn't work on every game. I've included a video of the stuttering and a video of the noise coming from my PC below.

Another issue I'm having is that my PC will crash to a black screen (audio continues for ~10 seconds) when under load. For example, running userbenchmark will crash when it gets to the GPU test, and OBS crashed my PC when I tried recording the witcher 3 for this post. I thought it was my PSU but even after buying a new PSU the problem continues.

 

Does anyone have any idea what would cause this? It's been driving me insane and I've tried fresh installations of windows to fix it, I'm at the point where I feel like building an entirely new PC is worth it.

Try testing the GPU with GPUPI 3.3.3,

Tell us if you get any errors while testing.

Press Calculate then OK to start.

This is the error I got. If I reduce the reduction size to 256 it completes the calculations

Weird,the error suggests that the VRAM is full,which explains the stutters,

Can you enable an OSD like in MSI Afterburner and report how much VRAM is used during gameplay?

Monitoring>Memory usage

Tick the "Show in On-Screen Display" then apply.

Honestly i have never seen such a problem,if GPUPI gives an error then something is wrong,

"Device ran out of resources" usually refers to GPU memory.

The problem could also be RAM usage,what is the RAM usage in task manager on idle?

GPUPI did work if I reduced the reduction size to 256. 2K20 runs smoothly when in game, only during cutscenes does it stutter. Witcher 3 changing texture settings doesn't seem to change the problem. Even some very low graphically intensive games like Golf It! will stutter constantly. RAM usage is ~2.5gb at idle.

Even at Ultra settings in TW3 I'm only using ~2.3GB of my GPU memory. Maybe this is the problem?

Reducing the reduction size lowers the amount of resources required,making it faster and easier on the GPU,

Also that error is not supposed to happen with the default reduction size which indicates your GPU doesn't get the resources it needs.

I have no idea what is causing the problem,I think that a fresh install of Windows install will solve it.
