PC will post but when installing windows will turn off and turn back on.

Specs:

Intel Core i7-9700k

MSI MPG Z390 GAMING PLUS Motherboard

G.Skill Ripjaws V Series 32 GB

Samsung 970 EVO 1TB SSD

750w gold power supply

 

I am having a very weird issue with my build. It will post and go to bios fine but when I boot from usb to install windows it will run for a little bit in the windows installer then turn off and back on. One thing I found is that if I enable XMP it will let be go through the install and will get to the "chose a name for the windows user" then do the same thing. I have replaced the motherboard because I thought it was that but the same thing still happens. I just noticed that the EZ Debug LED CPU flashes when it crahses. Does anyone know what could be causing this issue?

have you tried a different bootstick? more often than not installation issues are caused by faulty installation-media.

if so then i unfortunately have no idea.

Yeah I tried a CD aswell. Also just looked and the CPU EZ Debug LED flashes.
