So i've been trying to overclock my 9900k and i've been seeing issues with the temperature getting really high even on stock settings and then it thermal throttles after a while. I've seen the VID hit at max about 210watts when looking in HWmonitor and after a while it thermal throttles and clocks down because the temps hit 100c and also all of these are on stock settings. I've reset and updated by bios multiple times and re-installed the cooler to rule out bad thermal paste application or bad settings.

Here are my Build Details: https://pcpartpicker.com/user/dariuslaser0/saved/4r2sZL

The 9900k is known for getting a bit hot, but with the cooler you have, you shouldn't have that much of a problem.

Check everything from scratch, thermal paste ect....

Check the mounting of your air cooler; you used adequate thermal paste, fans installed correctly ?

DRP4 should be more than fine in combination with you cpu. Not sure what other things it might be
