It's a proprietary power supply, the voltages will be listed on the label (see wire colors)

The P2 labeled connected used to be on AT computers (before ATX)... as in Socket 7 and before.

I suspect they reuse the connector with a different pinout for the power on signal , power good signal, some standby voltage ... and the other two connectors probably carry only 12v.

 

You'd connect the PS_ON wire to ground with a wire or a low value resistor (ex 100 ohm) to turn on the power supply and then you'd use a multimeter for basic voltage measurements.

For something more serious you'd need a constant current load and maybe an oscilloscope
