I tried both 8th gen ans 9th gen cpus (13 9100f and i5 8400) two different power supplies. Two different ram sticks. I could understand if it was bios issue. But it won't even boot to bios. I researched a bit and found out if the led light is glowing on motherboard in my case it was cpu led. Your cpu is the problem. But on my asus motherboard everything works just fine.

Its a pretty rare occurrence but it does happen, boards can get damaged in shipping.

Then there is a good chance there is something wrong with the board. Id call the rma department or return it
