I am running windows 10 64 bit, and have tested both the sticks individually, they both displayed as 4gb, but when i run with both it only shows up as 4gb with 4gb being hardware reserved, for some reason the other day it ran with 7gb usable but I shutdown the machine and went into my bios to oc my cpu some more, and it showed up as 4gb again. Boot into your BIOS and check that all the memory is detected.
If not, there might be a number of issues:
Incompatible dimms,

Badly seated (not installed propperly) dimms,
broken dimms,

broken slots,

wrong configuration (such as wrong timings/speed)...

Oh woops, there was another guy with a similar setup complaining of the same issue earlier this morning

Wrong slot used? When you install 2 they can't be just anywhere, need to be in matching slots. See motherboard manual.

If you undo your OC does it fix the problem?

In my bios it says 8128mb installed, so its all detected in there
