Game doesn't utilize more than 5% on dell xps 13

I'm on a dell xps 13 9360 (i5 7200u). I would like to try out minecraft (look, it's a classic and it's an amazing time killer), but whenever I run it my GPU usage in afterburner doesn't go above 5%, my CPU doesn't go above 15-20% either. CPU clock speed doesn't boost from 2100MHz either, even though my temp is below 60 deg C. I'm not on power saver and I've tried plugging my laptop to charge too. I noticed something weird; when I have it windowed and click on another tab my GPU then goes to about 50% usage, but as soon as I click back into the window it drops to 5% again.

Also even at 2 chunks render distance and 800x600 I get 2fps so clearly its not just that my system can't run it.

Anyone know what could be the problem and how to fix it?
