Do you want the 10% higher single core performance on the 3600, or the 4 extra threads on the 2700X?

That is up to you and your use-case.

For gaming, you won't see the advantage in more cores, but for video editing/rendering/recording, 3D modeling, etc. you will.

What streaming encoder do you use?

If it's not X264/H264 (e.g. you use NVENC) a 2700X wouldn't even be better than the 3600.
