What power supply do you have? If it's up to snuff for Vega then you might as well find a Vega 56 on eBay and put up with the bottleneck for a little while until you upgrade the CPU. Although you wouldn't need to spend too much, an i7 4770 or 4790 would be suitable. 

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Draws 400 watts under max load, for reference.

 

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad

Why do you want a Vega56? They're not the greatest cards for the money.

If you live in North America, I'd honestly save money for Black Friday and buy something then.
