you can, but you must use a splitter of some kind.

all 4 pins on a 4 pin header carry a different signal, so you cannort just plug 2 fans into 1 header without using a splitter cable

You can insert a fan with 2 pin connector into a 3 pin or 4 pin header. They're designed like that to support fans that have 2, 3 or 4 pin connectors.

You may not be able to adjust fan speed or the motherboard may not be able to adjust the speed of the fan.

The 3rd pin in a header gives the fan the ability to report its speed to the motherboard

The 4th pin in a header gives motherboard the ability to tell the fan how fast to spin (if missing, it's assumed 100% speed)

 

You CAN NOT insert BOTH fans at the same time on ONE header, using first two pins for one fan, and the other two pins in the header for the other fan.

You can power both fans from one header using one of those splitter cables, like in the post above.
