Please HELP!!! My PC is Dropping frames and choking up.

Hi guys, this is my first time posting

 

I have:

Ryzen 5 2600 (Stock Clock)

Gtx 1070 Asus ROG Gaming

Asus B350i ROG Stix mobo

Corsair 650W PSU

Trident Z 3200mhz 16gb Ram

Samsung Evo 960 500GB NVME

Crucial 1000gb SSD

 

I have had this for about a year (graphics card for about 2) recently my computer has been stuttering, like its been dropping frames, only it does it all the time, when gaming, browsing, on the desktop. When I first turn my computer on it is manageable but after a while games become unplayable and then I cant even use the mouse without it lagging like crazy,

 

I'll attach a stress test I did. The stuttering correlates to the drop in mhz on the gpu. Please let me know what you think. CPU, ram, GPU, SSD, PSU? I'm lost at the moment.

CPU not going about 50c and GPU not going above 50c either

Same problem I cant fix mine but try disabling HPET and the virtualization for amd
