When XMP is off, it uses the JEDEC profiles. The old stick only has 2133 profiles, and the new stick has 2400 profiles. So if both are used without XMP, it'll run at 2133.
Both have XMP profiles at 2400 16-16-16-39... so with that on, it'll run at that speed.
It should be noted the old module is dual rank, and the new module is single rank. They're not the same even if the part number is. This is part of the danger of buying what appears to be the same at different times. They probably changed the chips used in the module over time.
