HELP! FPS drops in all games despite having a good system

I'm getting severe FPS drops in every game I play despite having good specs. I see this problem in every game from something relatively high requirements like battlefield 1 to something as old as league of legends.

My specs are:

ryzen 5 2600 (Not overclocked)

GeForce GTX1060 6GB (Not overclocked)

8gb of crucial ballistix DDR4 3200MHz (Extreme memory profile activated in Bios)

250GB Samsung 850 Evo SSD

2TB Seagate HDD 7200RPM

CPU Temps are completely normal at about 60 degrees c under heavy load and at 100% usage. 

As you can see under the GPU stress test my GPU never goes above around 60% usage and temperatures stay at 36 degrees C, this seems extremely low. Furthermore, during GPU stress testing I did still encounter lag and that can be seen where the GPU usage drop is.

During CPU stress testing the CPU sat at 100% usage and I did not experience any FPS drops at all.

 

Do I have a dodgy card or do you think I have something set incorrectly. I also have a GTX 960 lying around so I'm going to try that and see if I still get the issue.

Just a note, GeForce experience says I have the latest drivers however I am downloading the newest straight from the website.

It is not to do with internet connection as I have 350mb/s ethernet and ping never goes above 35ms even during lag spikes.

Edit: Downloaded kombuster to do a proper gpu stress test and there is no lag and gpu usage is at 100%.

don't know about League , cause it's meant to run awesome even on a potato, but that 8GB Ram might make your system struggle. 
Is it 1x 8GB module or at least 2x 4GB ? 

But yea could be sth with the gpu, would really help to test with the other card.

Yeah I thought it might be ram but I also thought that league should be able to run with 4gb of ram. It's 1 stick of 8gb because I wanted room for expansion so it could be that I guess. I'll try the other card tonight

I've heard ryzen GREATLY benefits from dual channel ram and high ram speeds. Dunno if it would make games lag. 8GB is bare minimum for gaming today as well.

 

Run malware bytes + anti rootkit there may be an crypto currency miner virus on your PC
