will this cpu ever work again or no?

The only thing I can think of that might help is cleaning it but by the looks of it, you scratched the pads that touch the pins, not just a smudge that can be taken off.

if the PCB substrate seems damaged its probably dead. You could look up what the pins are if you care, if its VCC or GND it might still work, if its memory related you might just have one or a few dead RAM slots and so on

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
