1. Budget & Location

~1700€, I live in Finland. It's about 1900 USD. However, my draft below costs 1715€ here, US prices are way lower.

2. Aim

Aiming for an as silent as possible aircooled gaming PC.

I'll be playing at 2560x1440 144hz. I tend to play new, power demanding games, as well as a lot of first person shooters. In singleplayer games I might use my 4k TV with reduced gfx settings, and aim for 45-60 frames. In FPS games I will drop settings as needed, in order to get reach +144 fps. I'll also record and edit videos.

3. Monitors

2560x1440 144hz, as well as a 1920x1080 120hz monitor as my second screen for browsing the internet etc. Also have a 4K TV I plan to use for singleplayer campaigns.

4. Peripherals

I've already got all the peripherals I'll need, as well as windows.

5. Why are you upgrading?

My last computer died on me quite tragically, and all that remains of it are 2 HDD's and my 256Gb SSD.

I've drafted this kind of a computer, do you see anything you'd change out? I will be flashing the BIOS on the B450.

perhaps use de.pcpartpicker.com, as that is more local to you.

you don't need a platinum psu, also, a define S2 is a cheaper define R6 that has less drive bays.

I'd reccommend a slightly better mobo, and a rtx 2070 super. Everything else looks good.

That MSI board is solid for the price. Pretty much the best ATX B450 board out there in terms of VRM along with the B450-E. He would have to go X570 to get something better.

yeah, which is what I'd reccomend. The X470 GPC or Gaming 7 or Taichi or Strix-F or M7 AC or C7H are all good, and one of those are probably only 20$ more. You get a good amount more features.

3 biggest determinants of silence will be your CPU/cooling solution, GPU/cooling solution and case.  What you have picked will be whisper quiet.  If you just let 3700x do its thing with XFR and hit the "quiet" bios switch on strix card, you will barely hear your PC over ambient noise in the room, even during significant use.  Mine makes the slightest hum when I run a CPU stress test (at base clock that is, not OC'd), otherwise I can't hear it at all.  I think you will be quite pleased

Also I will note the define comes with 3 nice 140mm fans that aren't quite on par with noctua fans, but are still very quiet.  I set mine to 100% all times and dont hear them.

El Zoido:  9900k + RTX 4090 / 32 gb 3600mHz RAM / z390 Aorus Master

The Box:  3900x + RTX 3080 /  32 gb 3000mHz RAM / B550 MSI mortar

Unfortunately some of those aren't available here, and other are at least 45euros more expensive :/

EDIT: How come do you recommend a 2070 super by the way?

Really nice to hear from someone who has personal experience of a very similiar setup! I'll keep an eye on the temps and see if I ever feel like swapping the case fans for noctua's.

Most of those boards are over $200. The cheapest is the X470 Gaming Carbon but that is $178. He is fine with a B450 board. In fact he could go cheaper still with the Tomahawk if he doesn't need wifi.

There were sales for the taichi at 180$, gaming 7 at 180, C7H and M7 ac for 200$. I'm sure the X470-F and GPC have gone to 150$. The tomahawk however has realtek lan, which is roughly 100-150 mb/s slower and isn't really that reliable in my experience. also the tomahawk has 4 less inductors, if that makes a difference (prolly not)

Those prices won't affect the op though as he is in Finland :) If he wants Intel LAN then he can just stick with the B450 Gaming Pro Carbon. I can't say I have ever used Realtek LAN so I can't say how good/bad they are. I know a lot of people dislike them though. The B450 Pro Carbon will easily cope with a  3700X and stock 3900X.
