PC Stutters at windows desktop with no apps running

Lately i have been having issues with my pc stuttering randomly. At first i thought it was related to gaming but it happens at the windows desktop without any apps/games running. I have just tried formatting and installing fresh copy of windows 10 and it was doing it after the install with no programs on the computer. Before i did that i checked cpu/gpu temps which are all normal. I scanned the ram, and cpu for errors and they all came back fine. I also tried other misc things on google like power settings updating drivers, updating bios, etc... I am running out of ideas. At this point i am starting to think it may be hardware related. My specs are:

6700k (no overclock)

Asus Z170-AR

16gb ddr4 ram

2070 Super EVGA

Corsair h 100

950 Pro 256gb NVME SSD

Anyone have any ideas/suggestions? Thank you so much!

Have you tried scanning the SSD with Samsung Magician or trying another SSD?

I installed that earlier today and it said it is not able to run diagnostics on either of my ssds. It does say there is a firmware update which i was going to install tonight. I have a spare ssd i could try as well.

I updated the firmware on the ssd and so far i have not had issue. But sometimes i could go a day or two before it would happen so i will follow up if the issue persists. Thanks
